When Bill Bratton took on the job as Mayor Bill de Blasio’s police commissioner earlier this year, he promised communities a more open dialogue with their local precincts. In addition to widespread concern over the detrimental effects of stop-and-frisk policy, Bratton was also coming in as the NYPD faced a new round of criticism after Ray Kelly’s administration took a parting shot at reporters and squashed the distribution of blotter items.
While stop-and-frisk appears to have come to an end, blotter items remain sketchy. Some precincts have started working with reporters again, while others haven’t. (The 61st Precinct does not.)
But the commish is moving ahead with other plans. Precincts have been asked to begin producing monthly newsletters for the community. The 61st Precinct sent us their first issue, which we’ve embedded here.
In addition to a schedule of local precinct meetings and information on various programs and contacts available at the precinct, there’s a slew of information about crime trends and prevention tips.
Of note, the precinct reveals the top location for pedestrian-related car accidents in the command: Coney Island Avenue and Avenue Z. With de Blasio’s “Vision Zero” campaign ramping up, residents should expect rigorous enforcement at that location.
The newsletter also says what Captain John Chell has taken pains to remind residents at every meeting for months: theft from automobiles is a scourge throughout New York City, and Sheepshead Bay is no exception. Perps are breaking windows and checking car locks to steal items as small as pennies in a cup holder. Make sure you lock your doors and don’t leave anything of value in plain sight.
Grand larcenies are also on the rise, fueled by pickpockets, as we noted in October. Victims are usually females riding on MTA buses, with items being stolen from their pocketbooks.

The 61st Precinct Community Council Meeting will meet tomorrow, March 12, at the Bainbridge Center, 3093 Ocean Avenue at 7:30 p.m.
The Community Council is comprised of concerned residents and top brass from the 61st Precinct, and offers neighbors an opportunity to ask questions and express concerns about crime and safety issues in the area. The monthly meetings are attended by Captain John M. Chell, the commanding officer of the precinct, who will present a report on incidents and trends in the neighborhood, and speak face-to-face with neighbors about specific concerns.

A Marine Park man has been charged with brutally beating his 94-year-old mother, leaving her with serious injuries, Brooklyn District Attorney Kenneth Thompson announced yesterday.
Mark Farrell, 65, allegedly left his mother with fractures and lacerations to her face and skull, and two broken ribs and fingers after beating her with a cane, authorities say.
“This brutal assault on a frail and defenseless 94-year woman will not go unpunished. We will hold the defendant accountable for such deplorable acts of violence,” said Thompson.
According to the indictment, police found Dorothy Farrell on Monday morning lying on the floor of her Burnett Street home, near Avenue R, bleeding from her wounds. Beside her was a bloody cane and pillow.
Farrell allegedly told cops he hit his mother with the cane, and covered her face with a pillow to silence her screams. His mother is hospitalized at Kings County Hospital in critical condition.
Farrell is charged with attempted murder in the second degree, three counts of assault, criminal obstruction of breathing and criminal possession of a weapon.

Police are searching for two suspects they believe robbed a 39-year-old woman at gunpoint.
The victim was walking near Avenue U and East 13th Street on February 7 at approximately 9 p.m., when the perps approached and one pulled a gun.
The thieves fled with an iPhone, MetroCard, earrings and $200, according to a Post report.
Anyone with information is asked to call Crime Stoppers at (800) 577-TIPS (8477). The public can also submit their tips by logging onto the Crime Stoppers website, or by texting their tips to 274637 (CRIMES) then enter TIP577.
