Police are searching for Robert Decarlo, a 26-year-old Gravesend resident suspected of being the driver in a hit-and-run yesterday on Flatlands Avenue that left a 12-year-old girl dead and her mother and 9-year-old sister in critical condition.

The New York Times reports:

Detectives are searching for Robert Decarlo, 26, whom they described as 5 feet 7 inches tall and weighing 170 pounds, with brown eyes and short black hair. His last known address was at 114 Avenue U in Gravesend, Brooklyn, a few miles from where the crash occurred Wednesday, on Flatlands Avenue and East 46th Street.

Around 4:40 p.m., a stolen 2005 Dodge Caravan minivan that was speeding westbound on Flatlands Avenue jumped the sidewalk on the north side of the street, the police said. The vehicle plowed into the mother and her daughters, and the driver fled on foot, the police said

The minivan was reported stolen from Tommy’s Auto Repair at 2029 McDonald Avenue last week.

ABC News has more details on the accident:

Police say the victims were walking on the sidewalk when the stolen 2005 Dodge Caravan jumped the curb and mowed them down. The driver, believed to be DeCarlo, fled on food.

“He lost control, he turn two times, boom boom, and then he go on top of the kids,” an eyewitness said. “We saw the two girls laying there bleeding, and like yo let’s move the car, there might be a third.”

“Me and a couple of other guys pushed the car up onto the hydrant,” another witness said.

Under the car, they found Joey Sellers.

“Her eyes were open and she wasn’t moving at all,” Shamar Brooks said. “She wasn’t blinking.”

DeCarlo has prior arrests for robbery and drug possession, and is currently out on bail for the March 21 assault and mugging of a 65-year-old woman in Brighton Beach. Cops say he kicked and punched her multiple times before fleeing with her purse.

Police are on the hunt for the driver of the Buick photographed above, with license plate GFR-1370, following a hit-and-run this morning that left a pedestrian in critical condition.

The car struck the 60-year-old man in the crosswalk of Ocean Parkway and Avenue O at approximately 11:30 a.m., Yeshiva World News reports.

The vehicle fled the scene without even slowing down, and began travelling at a high rate of speed southbound on Ocean Parkway.

Three good samaritans who were in the the area witnessed the vehicle with a smashed windshield – travelling fast, and going through red lights. Additionally, the windshield was completely smashed. The image below was taken by this individual, and given to YWN exclusively.

The vehicle entered the Belt Parkway on Ocean Parkway, and headed East towards Queens…

The victim was taken to Lutheran Medical Center where he is in critical condition.

A married Manhattan woman, looking to collect on her husband’s life insurance policy, plotted to have him killed in Sheepshead Bay by contract killers. The New York Post is reporting that the woman’s scheme ended when it turned out that her conspirators were undercover cops.

The woman was identified as Elena Adams, 57, and is a native of Romania. Interestingly, the Post reported that Adams and her husband live in the same Manhattan apartment building as Police Commissioner Ray Kelly. Apparently, Adams’ husband, Irving, had been unemployed for some time, so Mrs. Adams sought to plan a staged hit-and-run accident to cash in on her husband’s’ life insurance policy. After using jewelry and a $60,000 stamp collection as collateral, the Post described how Adams got caught by undercover cops:

[T]he “hit man” she allegedly hired was actually an undercover investigator with the Brooklyn District Attorney’s Office, and Elena, 57, was charged with conspiracy and criminal solicitation after meeting with him.

Sources said Elena, a native of Romania, spends time in Sheepshead Bay, where she told a fellow immigrant several months ago, “I need you to help me kill my husband.”

The friend ratted her out to cops in the 61st Precinct, who got the Brooklyn DA’s Office to send out an investigator skilled in posing as a hit man.

Yesterday, Elena rode around in the investigator’s car and gave him a photo of her husband, along with the jewelry and a bunch of rare German stamps, cops said.

The plan, which sources said was caught on tape, was for Elena to have lunch with Irving at a restaurant at Avenue Z and East 11th Street, after which he would be run down while crossing the intersection, cops said.

It is worth noting that there is no restaurant at Avenue Z and East 11th Street, but okay.

A neighbor, who lives in the same building as the Adams couple, stated the obvious to the Post.

“There was no love in that marriage,” the neighbor said.

The proposed installation of speed enforcement cameras across the city has been touted by some legislators and opposed by others, but now there is a chance that a slimmed down version of the plan has a chance of actually happening. Streetsblog is reporting that legislation to install cameras in school zones might have enough support to pass.

The battle over installing a network of speed enforcement cameras across the city has been between politicians like Mayor Michael Bloomberg, who believes it’s a common sense measure that will cut down on accidents and hit-and-runs, and politicians like State Senator Marty Golden, who believes that the cameras will make mistakes and also serve as an excuse to cut cop jobs. A deal to approve the cameras was nixed when Bloomberg refused to back funding that would pay for private Yeshiva busing in the districts of Golden and State Senator Simcha Felder.

Now, a new deal might get passed that is significantly less extensive then a comprehensive citywide installation of cameras. Under the new legislation, only 20 cameras would be installed and only in school zones and would only be active one hour before and after the school day starts and ends. Fines for drivers caught on the cameras would be $50 and they would receive no points on their licenses. While limited, proponents of speed enforcement cameras see this legislation as a necessary first step.

“What we are doing is getting our foot in the door. This is the start of the program,” Transportation Alternatives general counsel Juan Martinez told Streets Blog. “The key is to get the authorization so we can start eliminating these needless deaths.”

While Golden has not yet thrown his support behind the new measure, Martinez believes there is hope that he will change his mind on this slimmed down version of the legislation.

“He’s been on the right side of these issues for a long time,” Martinez told Streets Blog. “I think he gets the speeding issue.”

The fight over speed enforcement cameras is getting nastier. Last week, Mayor Michael Bloomberg personally called out State Senators Marty Golden, Simcha Felder and Dean Skelos for having blood on their hands in refusing to include funding for speed enforcement cameras in the state budget. In response, Senate Democrats are trying to reinvigorate the effort to get the cameras approved. However, in their recap of the week’s events, the New York Times included this interesting tidbit of closed door negotiations between Governor Andrew Cuomo, Bloomberg, Felder and Golden.

Senator Felder, too, has no use for cameras. He represents a district dominated by Orthodox Jewish voters, and his priority this session was to persuade the city and state to foot the bill to bus any child past 4 p.m., which in effect means mostly children who attend yeshivas. Mr. Felder and Mr. Golden succeeded in pushing through this legislation, which will cost the city $5.6 million this year.

As the state senators are not unreasonable men, they even offered to bargain: they might allow speed cameras if Mr. Bloomberg agreed to foot the bill for this busing program.

The mayor said no. Gov. Andrew M. Cuomo said no. But when his state budget emerged from behind closed doors in Albany it included this new and costly busing program.

The Orthodox, who are adroit at pulling the levers of power, and their political allies claim all children could benefit. But that argument is evidence-starved. The state paid for a pilot program this year, and city school buses have picked up 1,000 children — from 29 yeshivas and one charter school.

Senator Golden, who has charted the growth of the Orthodox population in his district, shrugs off criticism. It is, he said, “the new normal.”

So Golden and Felder would have been happy to approve the funding for speed enforcement cameras as long as yeshiva students who attend private Orthodox schools got free busing? Huh…so, using Golden and Felder’s logic, I guess this means that the safety of responsible motorists, bicyclists and pedestrians is less important than free transportation for private schools provided on the taxpayers’ dime.

It’s the “new normal” after all.

The war over the installation of speed enforcement cameras kicked into a higher gear as influential State Senate lawmakers reintroduced the legislation in direct opposition to Republicans who stripped it from the state budget, according to a report by the New York Daily News.

The contentious battle to place speed enforcement cameras across the city began in response to the growing number of hit-and-run tragedies that have plagued the city in recent months. Mayor Michael Bloomberg, NYPD Chief Ray Kelly and other key local New York politicians were all in favor of the program but senators including Marty Golden, Dean Skelos and Simcha Felder removed the cameras from the state budget, fearing that the cameras would cost policemen jobs.

In response to the actions of Golden, Skelos and Felder, Bloomberg held a press conference where he lashed out at the senators personally and demanded that constituents personally hold them responsible the next time someone dies in a speeding accident.

Bloomberg’s anger was not considered a stunt, according to a report in the New York Post.

“I’ve never seen the mayor this angry,” one insider told the Post. “He’s furious.”

Deputy Mayor Howard Wolfson expanded on Bloomberg’s anger, describing all arguments against the cameras as laughable.

“This is a Republican conference that voted to raise taxes, to legalize marriage equality and to ban assault weapons, but they draw the line on speed cameras?” Wolfson asked. “It’s a joke.”

Following the mayor’s lead, Senate co-leader Jeffrey Klein (D-Bronx) announced it would be a priority to reintroduce the cameras to the state budget.
“Our police do an incredible job fighting crime in the city, but they can’t be everywhere at once,” Klein told the Daily News. “Let’s get these speed cameras in place so our city’s Finest can continue fighting crime and not writing traffic tickets.”

Mayor Michael Bloomberg directed serious heat towards State Senator Marty Golden and two other senators this week over their opposition to the installation of speed enforcement cameras, according to a report in the New York Times.

The issue of reckless driving and speeding has become an exploding issue across the city as a rash of hit-and-run tragedies have made front-page on an ever increasing basis. According to the Times, 274 people died in traffic fatalities across the city last year, the highest since 2008. To combat the rising tide of blood spilled on the roads, NYPD Commissioner Ray Kelly and politicians like Assembly Speaker Sheldon Silver have sent letters to Governor Andrew Cuomo pleading for room in the state budget to install speed enforcement cameras. According to the New York Daily News, the inclusion of speed enforcement cameras were recently stripped from the state budget by opponents of the measure.

In assigning blame for the exclusion of the cameras in the state’s budget, Bloomberg pointed his finger at Senators Golden, Simcha Felder and GOP Senate leader Dean Skelos, urging their constituents to call these politicians the next time a tragedy occurs.

“Maybe you want to give those phone numbers to the parents of the child when a child is killed,” the Times reported Bloomberg saying. “It would be useful so that the parents can know exactly who’s to blame.”

Golden, a former police officer with strong ties to the police officers’ union, the Patrolmen’s Benevolent Association, believes that hiring more police officers is the answer to combat dangerous speeding. He also called the cameras “unreliable,” and suggested that a comprehensive study be done on the cameras before going full steam ahead with a plan to install them.

Bloomberg insisted that in light of all the traffic deaths, waiting was no longer an option.

“We literally are having kids that are getting killed around our schools because people are speeding,” he said. “And they don’t want to let us use cameras to stop people from doing that.”

Senatory Marty Golden’s goal to stiffen penalties for hit and run drivers came one step closer to reality this week, after the New York State Senate passed his legislation, according to a press release.

As we reported last month, Golden has been trying to get this legislation passed for a few years now, already once getting it passed in the Senate, but seeing it fail to gain traction in the Assembly.

The bill bumps up hit and run penalties from a Class A Misdemeanor to a Class E Felony. Repeat hit and run offenders will have penalties stiffened from a Class E Felony to a Class D Felony and hit and run drivers attempting to escape a scene where someone is killed will now face a Class C felony.

For Golden, the passage of this legislation is of great urgency considering the continued actions taken by reckless drivers on the road.

“Just last week, a hit and run accident in Manhattan took the life of a senior citizen. Two times in December we saw young women lose their lives at the hands of a motorist, in the Bronx and in Queens. And in November, a jogger was struck and killed in Brooklyn,” Golden said in the release.

Golden also pressed the Assembly not to drop the ball when it comes to pushing this legislation through.

“Each day that the State Assembly fails to act, it is another day that New Yorkers are walking, jogging, and riding their bikes in danger,” Golden said.

Last year, State Senator Marty Golden introduced a bill that would stiffen penalties for hit and run and drivers. The bill passed in the Senate but failed to gain traction in the Assembly. Golden and a group of other local politicians have not given up and have reintroduced the bill, according to a press release.

The bill would change the crime of a fatal hit and run from a Class D felony to a Class C felony, which ups the prison time to a maximum of 15 years. It also would eliminate a loophole, which allowed drunk drivers to escape the penalties they deserve:

Drivers under the influence of drugs or alcohol can actually receive less of a punishment if they flee the scene of an accident.  For example, in the case of a first-time offender, a driver who wrongfully flees the scene of an accident where a personal injury has occurred can only be charged with a Class A Misdemeanor which carries a maximum penalty of only 1 year in jail.  However, if the driver remains at the scene and is found to be intoxicated or impaired by drugs, he or she can be immediately charged with a Class E felony which carries a maximum penalty of four years of imprisonment. Therefore, the incentive for a drunk or impaired driver to flee the scene of a hit and run accident is greater.

Golden expressed hope that the legislation would improve safety on the roads and save lives:

I thank my colleagues for their support of this legislation which has the potential to decrease the number of incidents where motorists just keep going after hitting a pedestrian.  In my district and throughout the State, families have been destroyed by such a disregard for human life.  I believe that there are instances where, if the driver stopped at the scene and called for help, the victim may have had a chance to survive.  This legislation will make our roads safer and save lives, and this year, this bill should become law.

Following the death of Amjad Barakat of Sheepshead Bay, who was struck by a hit-and-run driver in Bay Ridge last night, State Senator Marty Golden has issued the press release below:

State Senator Martin J. Golden (R-C-I, Brooklyn), in response to a tragic hit and run last evening on the streets of his Brooklyn district, is calling for the State Assembly to pass S2918/A3350, which would increase the penalties for drivers who leave the scene of an accident without stopping and/or reporting it from a Class A Misdemeanor to a Class E Felony.

Last evening, an hit and run happened in the Bay Ridge neighborhood of Senator Golden’s district, that claimed the life of a Brooklyn man. It was just yesterday afternoon that the New York State Senate approved S. 2918, introduced by Senator Marty Golden.

This legislation would also increase penalties from a Class E Felony to a Class D Felony for repeat offenders and hit and run drivers who injure others. Drivers who flee from the scene of an accident where someone was killed would face Class C Felony charges under the proposed law.

Senator Marty Golden stated, “On the day the State Senate approved legislation to toughen the penalties against those who leave the scene of an accident, another life was lost at the hands of a hit and run driver in my district. It is time that New York State gets serious about making sure that reckless drivers, who take innocent lives and destroy families, face the strictest penalties.”

Golden continued,“Each day that the New York State Assembly fails to act on this legislation, is another day where New Yorkers all across this State are walking, jogging, and riding their bikes in danger. I urge New Yorkers to contact their Assembly representative and ask them to make this the year that the Empire State stands up against hit and runs.”

“My thoughts and prayers are with the family of Amjad Barakat and I trust that the New York City Police Department will conduct a full investigation of this accident,” concluded Golden.

This legislation was passed by the State Senate last year but failed in the State Assembly. Assemblyman Steven Cymbrowitz (D-Brooklyn) is the Assembly sponsor.
