		<description>this is typical of the good old 61 pct.  There are definitely ticket quotas to be met and the meter monkeys and cops are out on the street in droves issuing fraudulent tickets - I received one too.

The new commander of the 61 is totally unapproachable.  I called one evening to speak to him and was told by some desk jockey that &quot;NOBODY SPEAKS TO THE COMMANDER!&quot;.  Who is he, the great and powerful Oz????

		<description>from what i learned so far, if property damage is less than $600 and no injury is involved, a police report is not required to be filed and thus no police officer is required to be present. however, i do agree that officers (both police and traffic) have the duty to clear traffic until it&#039;s safe for all motorists.</description>

all i can say is that there are times we need them and there are times we don&#039;t.
just look at the current news.  a former police commissioner is in jail...that pretty much says it all.</description>
