Stealing Sand in Brighton Beach, Brooklyn

We admit: we have no idea what the laws, regulations, standards or whatever are on this topic. But reader Arthur B. wrote in – suspicions all aroused – so we figured it best to pass this on to the larger community, and you can fill us in.

Here’s what Arthur wrote:

I saw a bunch of construction workers stacking and moving open sand bags in the area of 3101-3111 Brighton 2nd. I’m no expert but since when are sandbags open like that? I think they are stealing the sand from our public beach (though I did not see them do that). They quickly took the bags out of my field of vision (I think into the basement of 3101). I also have a pic of the truck I think they were using which has sand all over it. When I questioned the workers they were evasive and refused to answer me in English!

Does anyone know if this is illegal? Ought it to be reported? First ten people with information leading to an arrest get an official Sheepshead Bites trout flavored Slushie!

(Ed. — No they don’t… and that’s disgusting.)

    I would think it was illegal. The sand on the beaches is replaced from time to time by the Army Corp of Engineers. It’s not a public commodity to be taken away. One probably would be breaking the law if they took sand from the beach for their cat’s litter box.

    It does look that way. I assume that there was no sign of construction going on.

    Of course, the police will probably show no interest in this. Perhaps the parks Dept. should be told.

    A lot of pools come down this time of year – where they removing sand from the base of an above ground pool and storing it for next year?

    Beach sand doesn’t work very well for construction. It’s not pure enough. I doubt there’s a black market in beach sand.

    I had neighbors taking bags of sand out of their garage. Lots of bags.
    I’m still not sure why. They never open the garage and park on the street.
    Maybe they sunk a pool or spa in the garage.
    Is that legal?

    It’s possible they use their garage for storage. But the bags of sand…….

    Righto, now I’m back home. A few minutes after i sent Ned my initial email I pulled up and can certainly confirm they were taking the sandbags into the basement of 3101 Brighton Second Street.

    This is the block between Brighton Beach and Brightwater terrace, a few hundred feet away from the beach. These buildings are all filled with old people, mostly Russian. There are no swimming pools.

    I always thought that sandbags are used to hold heavy things in place, like wood pylons for drying concrete or to hold back a water flood. I can’t imagine what they hell they could possibly need sand for in the basement of an apartment building.

    Plus, every sandbag I’ve ever seen has come sealed. The only time I’ve ever seen open sandbags like that was in major emergencies like on weather channel where they have no choice but to make their own on site.

    I def call Shenanigans of some kind. If anyone from the city or some other organization does investigate I also have a picture that includes the license plate number of the truck i think they were using.

    I agree ,Lisanne, it may be something of concern.
    Keep looking out Arthur.
    Imagine how great this neighborhood would be
    without so many quality of life issues.

    It could be stealing my tax dollar paid for sand or
    some sort of shady construction (there is plenty of that too).

    It’s not that big a deal broker. I didn’t even think Ned would post it. I send him a lot more stuff he doesn’t post ^_^.

    I just thought it was an interesting question to ask.

    You know some people get upset when we point out how someone might be stealing sand, or parking in front of fire hydrants over night for example. It’s not important they say. It’s not hurting anyone. I don’t see it that way. These quality of life issues stack together and eventually affect us all. I think it behooves us all to point that stuff out.

    i was just busting a little. how do you know that they bought them and opened them up or have a shop or office where they got a big delivery and used the bags to get the sand from there. do you really think a couple of guys on the beach taking sand putting it into bags and carrying it out to the car would go unnoticed.

    In Brighton Beach, hell yes. Even if they are noticed nobody would say anythings. Russians, especially elderly Russians don’t like talking to authorities unless they absolutely have to especially if its something that has nothing to do with them.

It just seems very unusual, I havn’t seen open sandbags like that before and I can’t think of a reason for their use. But I’m not a construction expert. I know nothing on the issue. It could be 100% legit. It just seamed very suspicious to me that’s all.

    I think people putting sand in bags anywhere wouldn’t get that much attention. After all, to most people, “It’s only sand”. A lot of people take it for granted.
