No Culture Clash With This Sign

We would probably say this sign we saw on East 19 Street near Voorhies Avenue is self-explanatory — but we can’t understand it.

We’re guessing that the Chinese portion says: Do not litter on this private property. Building Management.
And in Russian: Ditto.

    Interesting that in one language it's Chinese medicine and in the other it's Holistic Herb Specialist. In English, it might be: Do you have a license to practice?
